Autoscalable GitLab runners on AWS EC2

To address rising AWS costs and job delays caused by always-on EC2 instances, the authors implemented an automated scaling solution using the GitLab Fleeting plugin. This new architecture uses a central managing instance to dynamically provision and terminate ephemeral EC2 instances for specific jobs, ensuring efficient resource usage and improved job isolation.
