Introducing Feature Flags

This article announces that Prometheus is adopting feature flags to allow for faster experimentation and innovation. New features will initially be hidden behind `--enable-feature` flags and come with caveats regarding API changes, behavior, and stability. Eventually, successful and stable features will be enabled by default, while unsuccessful ones may be removed.
